Question : Security Forces at Airports

(a) the details of those airports in the country which do not come under the Central Industrial Security Force (CISF) cover, State-wise;

(b) the details of the agencies to which the work of security of airports which do not come under the security cover of the CISF has been entrusted, State-wise;

(c) whether the Ministry is aware that despite elapse of more than five years, an independent Aviation Security Force has not been constituted as recommended by the International Civil Aviation Organization (ICAO) for those airports which do not come under security cover of the CISF as a result of which security of airports is being affected adversely;

(d) the steps taken by the Ministry to solve this issue;

(e) whether the Government owes Rs. 800 crore to Home Ministry for deploying CISF and other central police forces at 59 airports across the country and if so, the details thereof; and

(f) whether the Government proposes to waive off the pending dues of aviation sector and if so, the details thereof?

(a) & (b): The details, State-wise, of airports not manned by the Central Industrial Security Force (CISF) along with the name of the security agency manning them (airport-wise), are annexed.;

(c) & (d): Presently, CISF is deployed at 59 airports, and at other airports agencies such as State Police, Central Reserve Police Force (CRPF) etc. have been deployed. These agencies are providing security at airports as per the mandate of the Bureau of Civil Aviation Security(BCAS), the regulatory authority for civil aviation security in India. The security system at airports is reviewed from time to time and upgraded as per requirement by the BCAS in consultation with the other concerned agencies and stakeholders, including CISF and Airport Operators, depending upon threat perceptions, and corrective measures are taken.

(e): The cost of deployment of security agencies such as CISF etc. for security at airports is met out of Security Component of Passenger Service Fee collected from embarking passengers at airports and maintained with the airport operators. Fees are regularly reconciled between the airport operator and security agencies.;

(f): No such proposal is under consideration of Ministry of Civil Aviation.
