(a) the total number of Hydro-Carbon projects in Delta region functioning at present;
(b) the main objectives and purpose of the Hydro-Carbon projects;
(c) the total amount spent on these projects and the total revenue expected by operating these projects;
(d) the status of implementation of the North-East Hydrocarbon vision, 2030;
(e) the complete details of investments made towards the same during the last five years and the current year, State-wise; and
(f) the details of refineries in Assam along with their refining capacity and the current production rate and the status of NRL expansion project?

(a) & (b): Oil & Gas companies are carrying out exploration / development / production activities in deltaic region of Krishna, Godavari & Cauvery in the States of Andhra Pradesh and Tamil Nadu. The objective of hydrocarbon projects is to explore and discover hydrocarbon reserves so that the production of hydrocarbons can be augmented. Also it will help to reduce import dependency for crude oil and natural gas. Further, enhanced gas production from hydrocarbon projects will help in transforming India into a gas based economy.
(c): Oil and gas Central Public Sector Enterprises have completed hydrocarbon projects with estimated investment of around Rs 1.37 lakh crore during 2015-19.
(d) & (e): Government of India has prepared the Hydrocarbon Vision 2030 document for North-East India, outlining steps to leverage the hydrocarbon sector for development of the north-east region focused efforts towards making

hydrocarbons a tool to enable social and economic development. The Vision Document has been a focused and consultative exercise to develop a common and shared aspiration for benefiting people of the north east region. The objectives of the vision policy are to leverage the North East region’s hydrocarbon potential, enhance access to Natural Gas as a clean fuel, improve availability of petroleum products. National Oil Companies have initiated implementing actionable points emerged out of Hydrocarbon Vision-2030. The major activities are as under:-
? Conducting 2D/3D seismic survey and drilling of exploratory wells.
? Award of fields in North East Region (NER) for exploration and production and offer of fields under Production Enhancement Contracts.
- Expansion plan of Numaligarh Refinery from 3 to 9 MMTPA (Million metric tons per annum)
? Expansion of Bongaigoan and Guwahati refinery.
? Indo-Bangla Friendship Pipeline Project of NRL
? Bio Refinery at Numaligarh
- Formation of a joint venture company M/s Indradhanush Gas Grid Limited (IGGL) for pipeline activities in North Eastern Region.
? “Pradhan Mantri Urja Ganga Project” to connect North East Region (NER) with the National Gas Grid.
? Identification of 8 Geographical Areas (GAs) in NER for City Gas Distribution.

Government has approved the project for capacity expansion of Numaligarh Refinery from 3 MMTPA (Million Metric Tonne Per Annum) to 9 MMTPA. It involves setting up of crude oil pipeline from Paradip to Numaligarh and product pipeline from Numaligarh to Siliguri at a cost of Rs 22,594 crore.
