NASHA MUKT BHARAT ABHIYAN
4291. DR. ALOK KUMAR SUMAN:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Government has identified most vulnerable districts for excess use of drugs under Nasha Mukt Bharat Abhiyan in Bihar particularly district Gopalganj district;
(b) if so, method adopted by the Government for reaching to drug addict in the identified districts of Bihar;
(c) the details about the rehabilitation centres in Bihar for treating and giving motivational counselling, detoxification and training to addicted persons;
(d) whether the rehabilitation centres treat and provide other assistance to persons through documentary or any other methods to stop it and if so, the details thereof; and
(e) the amount allocated to Bihar and spent for the achievement of Nasha Mukt Bharat Abhiyan in Bihar particularly in Gopalganj district?

(a): Yes, Ministry has identified 272 most vulnerable districts for implementation of Nasha Mukt Bharat Abhiyaan(NMBA). Gopalganj district in Bihar is one of the districts identified under NMBA.
(b): (i) 8 Districts from Bihar namely Araria, Aurangabad, Bhojpur, East Champaran, Gaya, Gopalganj, Vaishali and West Champaran have been selected for implementation of Nasha Mukt Bharat Abhiyaan(NMBA). Under NMBA funds are provided to each district for carrying out activities related to awareness generation against illicit effects of drug abuse.

(ii) A State Level Committee headed by Principal Secretary has been formed. The function of the Committee is as under:

1. Formulating a State Campaign Activity under Nasha Mukt Bharat Campaign.
2. Ensuring formulation and implementation of the District Level Nasha Mukt campaigns in identified vulnerable districts in the State.
3. Guiding and over seeing the implementation of District Level Nasha Mukt Campaigns.
4. To increase community participation and public cooperation.
5. Conducting training programmes for the service providers at State level, district level, and below district level.
6. Having a social media strategy for the State campaign and implementation of the same.
7. Visit to the Institutions, hospitals for assessment of preparedness and implementation.
8. Ensuring strict implementation of ban on sale of cigarettes within 100 meters of any educational institution (Rule refers).
9. Obtaining information on the availability/sale of drugs and review the action taken on such information.
(iii) A District Level Committee headed by District Collector has also been formed. The function of the Committee is as under:

1. Ensuring formulation and implementation of the District Nasha Mukt campaign
2. Conducting awareness generation programmes in all schools and colleges in the districts for students, teachers and parents.
3. Formulation of students clubs in colleges to discuss and spread awareness
4. Identification of victims and users and taking them to Rehabilitation Centres/Hospitals for counselling and treatment.
5. Monitoring of counselling and treatments facilities in the districts.
6. Ensuring strict implementation of ban on sale of cigarettes within 100 meters of any educational institution (Rule refers).
7. Obtaining information on the availability/sale of drugs and review the action taken on such information.
8. Visit Institutions, hospitals who are providing services.
9. Conducting training programmes for the service providers at district level and below district level
10. To increase community participation and public cooperation.
11. Having a social media strategy for the District campaign and implementation of the same.
12. Feedback on the progress to the State Level Campaign Committee and to the Ministry.
13. Identifying volunteers in the community, giving them ID card/badge, training them as a community peer for spreading awareness in the Community (online training module would be supplied by the Ministry).
(c): There are 9 de-addiction centres( IRCAs) in Bihar receiving Grant-in-aid from Ministry of Social Justice and Empowerment. The details of these IRCAs is at Annexure-1.
(d): Apart from providing treatment, these centres provide counseling, recreational activities etc. to residents, which helps in whole person recovery of patients.
(e): Under Nasha Mukt Bharat Abhiyaan,Rs. 80 Lakh for 8 Districts (Rs. 10 Lakh each district) was allocated to Bihar. Rs.70 lakh has been spent so far.

Gopalganj is one of the District under NMBA and an amount of Rs. 10 Lakh has been released to Gopalganj for conducting activities under NMBA. Several activities were conducted by the district administration with various stakeholders like master volunteers, other departments, educational institutions etc. to generate awareness about importance of their role in fighting the drug menace and highlighting the objectives of Nasha Mukt Bharat Abhiyaan.
