Question : Status of Land Pooling Policy of DDA

(a) the present status of highly ambitious Land Pooling Policy (LPP) of Delhi Development Authority (DDA), Zone-wise including P1 Zone;
(b) whether even after a long time of registration process, work has not yet been started in any zone/ sector and if so, the details thereof and the reasons therefor;
(c) whether DDA would make suitable changes for fast tracking the implementation of LPP to gather pace for planned development of Delhi as the policy was first notified in 2013 and if so, the details thereof;
(d) whether any problem is being faced in land acquisition under the said policy and if so, the details thereof along with the corrective measures taken in this regard; and
(e) the measures being taken by the Government to expedite the whole process and give provisional permission for construction to land owners in a time bound manner under this policy?

(a): Delhi Development Authority (DDA) has informed that the portal for participation in the Land Policy for 104 villages in Zone- L, N, K-I, P-I & P-II is open till 24.12.2021 and the status is as follows:

(b) to (e): The present land policy and its regulations were notified on 11.10.2018 and 24.10.2018 respectively. As per the prescribed eligibility criteria, a minimum of 70% contiguous pooled land of the developable area within the sector, free of encumbrances, is required to make the sector eligible for development. DDA has informed that for greater participation, regular outreach programs are held with landowners and stakeholders to make them aware of the policy and its benefits. There is no proposal to amend either the land policy or its regulations. Further, DDA has informed that no land acquisition process has been initiated so far.
