Question : Strikes and Lockdowns

(a)the number of strikes and lockdowns that took place till date during each of the last three years in the Government and private sectors separately, State-wise and especially in the backward areas;
(b)the number of mandays got wasted as a result of the said strikes and lockdowns, State-wise;
(c)the State-wise number of workers/employees who were unemployed during the last three years especially in the backward areas; and
(d)the steps taken by the Government to improve industrial relations?

(a) & (b): On the basis of voluntary returns received by Labour Bureau from the Labour Departments of the States/UTs and the Regional Labour Commissioner (Central), the State/UT-wise information regarding the strikes and lockdowns and man-days lost in the establishments in the Government and private sectors from 2018 to 2020 is at Annexure-I.

(c): Unemployment rate during the latest three years in respect of available information, state-wise is at Annexure-II & III.

(d): The Industrial Dispute Act, 1947 provides a framework to maintain harmonious industrial relations in the establishment. The Act facilitates intervention, mediation and conciliation by the Conciliation Officers of Central Industrial relations machinery (CIRM) of the appropriate Government for resolution of industrial disputes. The Act has been now subsumed in the IR Code, 2020 which has been notified on 29.09.2020.
