Question : RECOGNITION TO DEGREES CERTIFICATES ISSUED BY FOREIGN INSTITUTES



(a) whether the Directorate General of Civil Aviation has refused to recognise the degrees and certificates conferred by many institutes for pilots in USA and elsewhere;

(b) whether a number of youth go abroad and get training in foreign aviation institutes;

(c) if so, the number of applications for grant of Indian pilot licences made to the DGCA in 1999-2000 and the numbers out of those applications still pending;

(d) whether any uniform set of rules has been formulated;

(e) if so, the details thereof; and

(f) the steps taken to avoid such delays and harassment and also to bring transparency in according approval of licences to the young people?

(a), (b), (c), (d), (e) and (f):- A statement is laid on the Table of the House.

STATEMENT IN REPLY TO PARTS (a), (b), (c), (d), (e) and (f) OF LOK SABHA STARRED QUESTION NO.303 FOR 14.08.2000 REGARDING RECOGNITION TO DEGREES/CERTIFICATES ISSUED BY FOREIGN INSTITUTES.

(a):- No, Sir.

(b):- Yes, Sir.

(c):- A total of 815 pilot licences in various categories were issued by the Directorate General of Civil Aviation (DGCA) during the year 1999-2000. No application, received in 1999-2000, is pending.

(d):- Yes, Sir.

(e):- The conditions and requirements for issue of each category of licence have been spelt out in Schedule-II of the Aircraft Rules, 1937. Besides, DGCA has also issued Civil Aviation Requirements for the purpose.

(f):- A mechanism exists in the DGCA for redressal of grievances and to make the system of approval of licences transparent.
