Question : CONSTRUCTION OF TOILETS



(a) whether the Government is about to achieve its goal of toilets to all households in the country by 2019;

(b) if so, the details thereof;

(c) the steps being taken by the Government in pursuance of the goal and the amount earmarked therefor, State/UT wise; and

(d) the steps being taken by the respective States/UTs in the matter?

(a) Yes Sir.

(b) The Swachh Bharat Mission (Gramin) has been launched on 2nd October, 2014, which aims inter-alia, at attaining a 100% Open Defecation Free India by 2019 by providing access to toilet facilities to all households.

(c) and (d) Swachh Bharat Mission (Gramin) is demand driven scheme, hence no state-wise allocation has been made. Rs. 37159 crore has been fixed as outlay for rural sanitation in the XIIth Five Year Plan.

The following steps are being taken under Swachh Bharat Mission (Gramin) :-

# Sanitation is Mindset issue. Thus demand is sought to be created by triggering ‘Behaviour change’ by intensifying Information , Education and Communication (IEC) and Inter Personal Communication (IPC) campaigns.

# This IEC/IPC programme will be assisted by various technical and professional agencies working on sanitation.

# Outputs (Construction) and Outcomes (usage) will be monitored.

# Strong Administrative structure will be set up for the Mission at Central, State and District and GP levels.

# Use of Technology to Monitor Household coverage through a Hand held device to capture photos of beneficiary, toilet and Lat/Long. Coordinates is being taken up.

# Innovative, Low cost and User friendly technologies for toilet and Solid and Liquid Waste Management will be pursued.
