Question : NATIONAL E GOVERNANCE PLAN



(a) whether the pace of implementation of National e-Governance Plan (NeGP) has been fairly slow;

(b) if so, the details of the projected plan and achievements there under, along with the reasons for the slow pace of implementation;

(c) whether the instructions have been issued to implement the Mission Mode Projects under the National e-Governance Plan (NeGP) in a time bound manner; and

(d) if so, the details thereof alongwith the time by which NeGP projects are likely to be completed?

MINISTER OF THE STATE IN THE MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (SHRI SACHIN PILOT)

(a) and (b): The National e-Governance Plan (NeGP) was approved by the Government in May, 2006.It consists of 27 Mission Mode Projects and 8 programme support components. Significant progress has been made since then and 23 Mission Mode Projects are either in implementation phase or post implementation phase and schemes for remaining projects are in advance stages of seeking approval of competent authorities.

(c) and (d): Under NeGP, strategy of centralized planning and decentralized implementation has been adopted. Mission Mode Projects (MMPs) are owned and spearheaded by concerned line Ministries/Departments. All the MMPs have to have definite time lines for implementation. For the effective management of the NeGP, a programme management structure has also been created under which the responsibility of overseeing the implementation NeGP has been accorded to the Apex Committee headed by the Cabinet Secretary.
