Question : . NATIONAL INVESTMENT AND MANUFACTURING ZONES



(a) the details of the National Investment and Manufacturing Zones (NIMZs), industrial corridors and mega industrial hubs granted approval or conceptualized by the Government, State/ UT/location-wise;

(b) the progress made in development of these zones/corridors/hubs, land acquisition, investment made so far and the countries which have agreed to invest in the said projects, country-wise;

(c) the incentives/facilities provided/ proposed to be provided for the promotion of these zones/corridors/hubs; and

(d) whether proposals have been received from various States, particularly from Andhra Pradesh, Telangana, Tamil Nadu for inclusion of more cities under NIMZs and if so, the details thereof along with the action taken by the Government thereon?

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF COMMERCE AND INDUSTRY (SHRIMATI NIRMALA SITHARAMAN)

(a): Government has granted “in-principle” approval to a total of 17 National Investment and Manufacturing Zones (NIMZs), out of which 9 NIMZs are located outside the Delhi-Mumbai Industrial Corridor (DMIC) region. These are
(i) Nagpur in Maharashtra;
(ii) Tumkur in Karnataka;
(iii) Chittoor in Andhra Pradesh;
(iv)Prakasam in Andhra Pradesh;
(v) Medak in Telangana;
(vi) Kolar in Karnataka;
(vii) Bidar in Karnataka;
(viii) Gulbarga in Karnataka; and
(ix) Kalinganagar, Jajpur District in Odisha.

Under phase-I of the DMIC project, 8 Investment Regions have also been accorded ‘in-principle’ approval of Government for setting up as NIMZs as per guidelines approved by the Cabinet. These are
(i) Ahmedabad-Dholera Investment Region, Gujarat;
(ii) Shendra-Bidkin Industrial Park city near Aurangabad, Maharashtra;
(iii) Manesar-Bawal Investment Region, Haryana;

(iv) Khushkhera-Bhiwadi-Neemrana Investment Region, Rajasthan;
(v) Pithampur- Dhar-Mhow Investment Region, Madhya Pradesh;
(vi) Dadri-Noida-Ghaziabad Investment Region, Uttar Pradesh;
(vii) Dighi Port Industrial Area, Maharashtra; and
(viii)Jodhpur-Pali-Marwar Region in Rajasthan.

Apart from DMIC, 4 Industrial/Economic Corridors have been conceptualized by the Government. These are
(i) Chennai-Bengaluru Industrial Corridor (CBIC) spread across Karnataka, Andhra Pradesh and Tamil Nadu;
(ii) Vizag- Chennai Industrial Corridor (VCIC);
(iii) Amritsar Kolkata Industrial Corridor (AKIC) spread across Punjab, Haryana, Uttar Pradesh, Uttarakhand, Bihar, Jharkhand and West Bengal; and
(iv) Bengaluru-Mumbai Economic Corridor (BMEC).

(b): Master Planning of all NIMZs under DMIC region has been completed except the Dadri Noida Ghaziabad Investment Region. The Government of Japan has announced their financial support for DMIC project to an extent of US$ 4.5 billion in the first phase for projects with Japanese participation through a mix of Japan International Cooperation Agency (JICA) and Japan Bank for International Cooperation(JBIC) lending.

Master Plans for CBIC and VCIC are being prepared with the help of JICA (Japan) and Asian Development Bank respectively. DMICDC has been appointed as the nodal agency for developing the Master Plans for BMEC and AKIC.

(c): The National Manufacturing Policy contains dispensations to facilitate manufacturing industry both in the National Investment and Manufacturing Zones (NIMZs) and for manufacturing industry in the country as a whole including wherever manufacturing units are able to organize themselves in clusters. These dispensations include inter-alia rationalization and simplification of business regulations; incentives for technology acquisition and production/adoption of pollution controlling equipment / machines / devices; incentives for skill development initiatives by the private sector; facilitating access to finance for small and medium enterprises; and creation of physical and institutional infrastructure including master planning of NIMZ.

(d): Apart from seventeen NIMZs which have been accorded “in-principle” approval, the Government received four more proposals for setting up of NIMZ outside the Delhi-Mumbai Industrial Corridor region from Governments of Uttar Pradesh (Two), Gujarat (One) and Tamil Nadu (One). The State Governments concerned have been requested to provide clarifications/ details on their proposals.
