Question : ADEQUATE POWERS TO CHIEF VIGILANCE OFFICER



(a) whether there is any proposal to give adequate powers to Chief Vigilance Officers, including powers of police and to confiscate the properties to deal with corruption cases;

(b) if so, the details thereof;

(c) whether the Chief Vigilance Commission has also made any proposal or representation in this regard;

(d) if so, the details thereof and the reaction of the Government thereto;

(e) whether the CVC had taken up the issue with the Law Commission for preparation of a draft of an Act on the lines of the Public Disclosures Act of the United Kingdom;

(f) if so, the details thereof; and (g) the time by which the said Act is likely to be drafted?

(a), (b), (c) & (d): There is no proposal, received from Central Vigilance Commission, under consideration of the Government to give police powers to the Chief Vigilance Officers.

(e), (f) & (g): The Central Vigilance Commissioner, in August, 1999 had suggested to the Chairman, Law Commission to consider drafting a Whistle Blowers` Act on the lines of Public Interest Disclosure Act, 1998 of United Kingdom to encourage honest public servants to expose corrupt practices. No formal proposal has been received by the Government.
