STATEMENT
STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED
QUESTION NO.405 FOR 31-07-2009 REGARDING UTILIZATION OF
FUNDS UNDER SJSRY.
(a)&(b): Central funds allocated under the scheme of
Swarna Jayanti Shahari Rozgar Yojana (SJSRY) and released
to various States/UTs in a particular financial year are
required to be utilised within a period of one year from
the end of that year. As Utilization Certificates for the
Central funds released in 2008-09 will be due only in the
next year, to what extent funds released during 2008-2009
remained unspent will be known only in 2010-2011. Central
funds released under Swarna Jayanti Shahari Rozgar Yojana
(SJSRY) in 2008-2009, State-wise including the State of
Kerala, are at Annexure.
(c)&(d): Swarna Jayanti Shahari Rozgar Yojana (SJSRY) has
been revamped and the revised guidelines of the scheme have
come into operation from the current financial year. The
revision of SJSRY Guidelines was based on the evaluation,
assessment as well as feedback received from State
Governments and other stakeholders. The objectives of the
revised Swarna Jayanti Shahari Rozgar Yojana (SJSRY) are:
(i) Addressing urban poverty alleviation through gainful
employment to the urban unemployed or underemployed
poor by encouraging them to set up self-employment
ventures (individual or group), with support for
their sustainability; or undertake wage employment;
(ii) Supporting skill development and training programmes
to enable the urban poor have access to employment
opportunities opened up by the market or undertake
self-employment; and
(iii) Empowering the community to tackle the issues of
urban poverty through suitable self- managed
community structures like Neighbourhood Groups
(NHGs), Neighbourhood Committees (NHC), Community
Development Society (CDS), etc.
The revised SJSRY has following five major
components:-
(i) Urban Self Employment Programme (USEP) - Targeting
individual urban poor for setting up of
micro-enterprises.
(ii) Urban Women Self-help Programme (UWSP) - Targeting
urban poor women self-help groups for setting up of
group-enterprises and providing them assistance
through a revolving fund for thrift & credit
activities.
(iii) Skill Training for Employment Promotion amongst Urban
Poor (STEP-UP) - Targeting urban poor for imparting
quality training so as to enhance their employability
for self-employment or better salaried employment.
(iv) Urban Wage Employment Programme (UWEP) - Assisting
urban poor by utilising their labour for construction
of socially and economically useful public assets, in
towns with population less than 5 lakhs.
(v) Urban Community Development Network (UCDN) -
Assisting the urban poor in organising themselves in
self- managed community structures so as to gain
collective strength to address the issues of poverty
facing them and participate in the effective
implementation of urban poverty alleviation
programmes.
(e): Under the Revised SJSRY Guidelines, coming into
effect from this financial year, provision has been made
for the constitution of monitoring committees at both
Central and State levels. Quarterly and Monthly Reporting
formats covering both financial and physical progress of
the scheme have been circulated to States/UTs for effective
monitoring of the Scheme. The Chief Ministers of
States/Administrators of Union Territories have been
recently addressed regarding undertaking various measures
for the effective implementation of the newly revamped
SJSRY scheme.
