Question : Submission of Annual Returns by NGOs

(a) whether the Government has sent notices to several NGOs and taken action against certain NGOs for not submitting their annual returns;

(b) if so, the details thereof;

(c) whether it is mandatory for any NGO which receives funds from the Government to submit their annual returns;

(d) if so, the details thereof; and

(e) the steps taken by the Government to ensure transparency in receipt and utilisation of funds by the NGOs?

(a) & (b): Yes Madam. About 6,000 NGOs have been served show cause notices for not submitting annual returns for various Financial years for the period 2010-11 to 2015-16. The details of these NGOs is available on website www.fcraonline.nic.in of Ministry of Home Affairs.

(C) & (d): As per FCRA,2010 and rules made thereunder, every person who receives foreign contribution under FCRA,2010, shall submit a signed or digitally signed report electronically online with scanned copies of income and expenditure statement, receipt and payment account and balance sheet for every financial year within nine months of the closure of the financial year.

(e): The details of receipts and utilization of foreign funds are being furnished by NGOs in their Annual Returns. The same are monitored in accordance with the provisions of FCRA 2010, and rules made thereunder. `
