Question : ARRESTS FOR INVOLVEMENT IN ISIS ACTIVITIES



(a) whether any arrest has been made/case registered against some Indian Nationals for participating in the activities of the Islamic State of Iraq & Syria (ISIS) recently;

(b) if so, the details thereof along with the status of the investigations;

(c) whether there are reports of foreign terrorist organisations particularly from Pakistan and Bangladesh who are active in the country and if so, the details thereof; and

(d) the measures taken by the Government to flush out foreign terrorist organisations from the country?

STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO. 322 FOR 16th DECEMBER, 2014

(a) & (b): Yes, Madam. The National Investigation Agency (NIA) has registered a case based on the allegation that some Indian youth have joined the terrorist organisation, the Islamic State of Iraq and Syria (ISIS). In this case, one accused has been arrested.

(c) : Yes, Madam. The Indian hinterland continues to remain the prime focus of Pak based terrorist outfits, particularly Lashkar-e-Taiba (LeT) and Indian Mujahideen (IM). The investigations into the major terror attacks in India have disclosed footprints of Pak based terrorist outfits or their Indian affiliates, most prominently the Indian Mujahideen. Also, during investigation by the NIA into the Burdwan bomb blast case, it has been disclosed that the arrested/injured/killed persons were members of a terror organization of Bangladesh, viz. Jamaatul Mujahideen Bangaladesh (JMB).

(d) :The Government of India, in coordination with the State Governments concerned, has adopted a multi-pronged approach to contain cross-border infiltration, which includes, inter-alia, strengthening of border management through multi-tiered deployment along international borders/Line of Control and infiltration routes, construction of border fencing, improved use of technology, better intelligence and operational coordination, synergizing intelligence flow to check infiltration and proactive action against terrorists within the country.

In addition, there is a very close and effective coordination amongst intelligence agencies at the Centre and the State levels. The Intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular basis. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the State and the Central agencies. This has resulted in busting of many terror modules, thus neutralizing major terror attack plans.
