Question : Development and Promotion of AYUSH

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the details of various hospitals/ dispensaries/institutions functioning at present under the AYUSH system of medicine in the country, State/UT-wise and stream-wise;

(b) the target fixed and achievement made under various Centrally Sponsored Schemes and Central Sector Schemes being implemented for the development and promotion of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) during each of the last three years and current year, State/UTwise and stream-wise;

(c) the details of the funding pattern along with the funds earmarked, released and utilised under each of the scheme during the said period, State/UT-wise and streamwise;

(d) whether the Government is implementing any scheme for providing financial assistance for research projects in the field of traditional medicines by individual or private organisations, if so, the details thereof along with the total number of individual project proposals received by the Government;

(e) whether the uses of heavy metals in Ayurveda medicines/AYUSH products have been reported, if so, the reaction of the Government thereto; and

(f) whether the Government proposes new health policy to accord adequate importance to AYUSH system in the country, if so, the details thereof along with other measures taken/proposed to be taken to achieve great success under National AYUSH Mission?

(a) The details of various hospitals/ dispensaries/institutions functioning at present under the AYUSH systems of medicine in the country, State/UT-wise and stream-wise, as on 01.04.2015 is enclosed as Annexure –I.
(b) The schemes of the Ministry of AYUSH are demand driven. The proposals are received from various State/UT Governments and other agencies and funds are released subject to viability of projects and availability of funds. The achievements during each of the last three years and current year, State/UT wise and stream-wise are at Annexure-II. However, under Central Sector Schemes the releases are not made State/UT wise.
(c) The funding pattern of Central Sector Schemes is on 100% basis. However for the Centrally Sponsored Schemes, the funding pattern during the last three years and current year is as follows:
(i) 2013-14 and 2014-15 (upto 28th September 2014): The funding pattern under the erstwhile Centrally Sponsored Schemes of Development of AYUSH Hospitals & Dispensaries was in the ratio of 75:25 between Central and States except for NE States and three hilly States of Himachal Pradesh, Uttarakhand, Jammu and Kashmir, where the Grant-in-aid component from Government of India was 90% and remaining 10% is the State contribution. In respect of other erstwhile Centrally Sponsored Schemes
viz. Development of Institutions, National Mission on Medicinal Plants and Drug Quality Control, the Central funding was on 100% basis.
(ii) For 29th September 2014 to 28th October, 2015: The funding pattern under National AYUSH Mission which included AYUSH Services, Educational Institutions and Quality Control of ASU&H Drugs was in the ratio of 90:10 between Central and States for special Category States (NE States and three hilly States of Himachal Pradesh, Uttarakhand, Jammu and Kashmir) towards all components under the scheme. For other States/UTs the sharing pattern was 75:25 between Centre and States. In respect of Medicinal Plants, this component is financed on 100% by Central Government in North Eastern States and hilly State of Himachal Pradesh, Uttarakhand and Jammu and Kashmir where as in other states it is shared in the ratio of 90:10 between Central and State.
(iii) After 28th October, 2015: The funding pattern of Centrally Sponsored Scheme for all components of National AYUSH Mission (including Medicinal Plants) has been revised in the ratio of 60:40 between Central and States, while it is in the ratio of 90:10 for 8 North East States and 3 Himalayan States (Jammu Kashmir, Uttarakhand and Himachal Pradesh). The UTs are funded 100% by the Central Government.

The State/UT wise funds earmarked, released and utilized during the last three years and current year is attached at Annexure-II. However, under Central Sector Schemes the releases are not made State/UT wise.
(d) : The Ministry of AYUSH runs a scheme namely Extra Mural Research (EMR) scheme designed to encourage Research & Development in priority areas based on disease burden in alignment to national health programmes. Following are eligible for the grant under the Scheme:-
• Medical, scientific and research & development Institutions, Universities/Institutional departments in Government & Private Sector with adequate infrastructure & technical expertise.
• Good Manufacturing Practices (GMP) compliant industries of Ayurveda, Siddha, Unani & Homoeopathy (ASU&H) drugs both in public & private sector with research & development facilities.
The grant-in-aid is provided to the institutions and not to any individual. During current year, 240 project proposals have been received from private organisations by the Central Government.
(e) There is a specific category of herbo mineral or metallic Ayurvedic medicines called Rasaushadies or Rasa yoga. Many of such medicines make use of heavy metals like Mercury, Arsenic and Lead as ingredients after subjecting them to a series of processes called Shodana, Marana, Amritkaram etc. to render them safe and therapeutically effective. Heavy metals in Ayurvedic formulations are not present in free elemental forms but in complex compounds and it is the synergy of various ingredients and use of purification and detoxification techniques that makes the formulation compatible to the body system for therapeutic action with judicious consumption. Permissible limits of heavy metals are defined in the Ayurvedic Pharmacopoeia and are not applicable to Rasaushadhies. The Government has issued directions to the States and Central Government Health Scheme (CGHS) to accept supply of ASU&H medicines with batch wise quality analysis from an approved laboratory/ National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited Laboratory.
(f) Realizing the potential of AYUSH Services is an important policy directive taken forward by the Government of India. National ASYUSH Mission has been launched for overall strengthening of AYUSH network in the public sector with focus on AYUSH services, Development of infrastructural facilities of teaching institutions, improving quality control of drugs, capacity building and community based preventive and promotive interventions.
