Question : IMPLEMENTATION OF PMGSY IN LWE AFFECTED DISTRICTS



(a) whether the targets for construction of roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in the Left Wing Extremists (LWE) affected districts have not been achieved;

(b) if so, the details thereof; district-wise;

(c) the reasons attributed to the delay in construction of these roads;

(d) the number of contractors killed by naxals in LWE affected districts;

(e) whether there is a shortage of contractors due to the prevalent circumstances;

(f) if so, the steps taken by the Government to incentivise contractors to work in these districts;

(g) whether the Government provides/proposes to provide para military security cover for successful completion of PMGSY works; and

(h) if so, the details thereof?

(a) to (c): ‘Rural Roads’ is a State subject. The responsibility of implementation of the Pradhan Mantri Gram Sadak Yojana (PMGSY) including in Left Wing Extremism (LWE) affected/Integrated Action Plan (IAP) districts lies with the State Governments. As informed by the State Governments, the length of road works sanctioned in 60 IAP districts in nine LWE affected States and the length of roads completed up to September, 2011 is as under:

(d): Three contractors in Maharashtra and two contractors in Odisha are reported by the States to have been killed in LWE affected/IAP districts.

(e) to (h): Law and order is a State subject. However, for effective implementation of PMGSY and for incentivizing the contractors in LWE affected/60 IAP districts some of the major relaxations made in the PMGSY guidelines are as follows:

i. All habitations in Integrated Action Plan (IAP) districts, whether in schedule-V areas or not, with a population of 250 and above (in 2001 census) will be eligible for coverage under PMGSY as against the population of 500 in other areas.

ii. In Integrated Action Plan (IAP) districts, cost of bridges upto 75 metres under PMGSY will be borne by the Government of India as against 50 metres for other areas.

iii. In case of LWE/IAP districts, the minimum tender package amount is reduced to 50 lakhs.

iv. The time limit upto 24 calendar months would be allowed for completion of work. However, no extra liability, if any, on account of cost escalation shall be met from the programme fund provided by the Ministry of Rural Development, Government of India.

v. While formulating estimates and preparing DPRs, cost of insurance premium against risks such as damaging or burning of plants and machinery etc. of contractors can also be included.
