Question : Scholarship Schemes for Tribals

(a) whether the Government is implementing schemes especially scholarship schemes for tribal students including post-matric scholarships;

(b) if so, the State/UT-wise details thereof along with the funds allocated/released and spent for the purpose during each of the last three years and the current year under each scheme;

(c) the reports of mismanagement received and action taken in this regard, and

(d) whether some States have suggested to increase and release the funds for pre/post-matric scholarship and vocational schemes and if so, the details thereof and action taken so far?

MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS

(a): The Ministry of Tribal Affairs is implementing the following schemes for education of tribal students.
A. Umbrella Scheme for Education of ST Students consisting of the following sub-schemes:

I. Pre-Matric Scholarship
II. Post Matric Scholarship
III. Vocational Training Centres
IV. Establishment of Hostels for ST boys and girls
V. Establishment of Ashram Schools

B. National Fellowship and Scholarship for Higher Education of ST Students consisting of the following sub-schemes:

i. Top Class Education
ii. Rajiv Gandhi National Fellowship

C. National Overseas Scholarship for ST students.

(b): The requisite details sought in this part of the question are given in the Annexure.


(c) & (d): The Ministry has not received any complaint regarding mismanagement of funds. Funds are considered for release to the State Governments on the basis of the proposals received from them and on the basis of availability of the same. The above schemes are implemented through the State/UT Governments. There is no formal demand from the states to increase funds under the pre/post-matric scholarship and vocational schemes. However, their own demand for funds from the Ministry is almost 60% higher than the funds available with the Ministry.
