Question : National List of Essential Medicines



Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) the details of the medicines that are under the National List of Essential Medicines (NLEM) as on date;

(b) whether the Government has removed 100 medicines from the NLEM and if so, the details thereof and the reasons therefor;

(c) whether this move could increase the cost of these medicines by 10% affecting the consumers adversely and if so, the details thereof and the reaction of the Government thereto;

(d) the other corrective steps taken by the Government to protect the interest of consumers/patients and ensure availability of essential medicines at affordable price; and

(e) whether the NPPA is planning to put some more medicines under National List of Essential Medicines and if so, the details thereof?

(a): National List of Essential Medicine (NLEM) 2015 contains total 377 medicines. The details of 376 medicines is available at http://cdsco.nic.in/WriteReadData/NLEM-2015,%202015.pdf. Ministry of Health & Family Welfare had vide their Notification No. X-11035/344/2015-DFQC dated 19th July, 2016 had included Coronary Stents in NLEM-2015.

(b): Based on the recommendation of the Core Committee constituted to revise the National List of Essential Medicines-2011 (NLEM), 70 medicines were deleted and 106 medicines were added in the revised NLEM, 2015.
(c) & (d): As per the provision of Drug (Prices Control) Order, 2013, the price of medicines which goes out of Schedule-I are treated as non-scheduled formulations and they are not allowed to increase their prices beyond 10% per annum.
(e): No, Madam. National Pharmaceutical Pricing Authority does not prepare the National List of Essential Medicines.
