Question : FPI in Rural Areas


(a) whether the Government is facing challenges in developing Food Processing Industries(FPI) in the rural areas of Bihar including Bhagalpur district of Bihar;
(b) if so, the details thereof;
(c) the funds sanctioned and released for the human resources and skill development through National Mission on Food Processing (NMFP) during the last two years and the current year;
(d) the achievements of Bihar State and Bhagalpur Parliamentary Constituency so far;
(e) whether the Government has received any proposal from the State of Bihar for establishment of more food processing industries in the rural and backward areas especially in my Parliamentary Constituency Bhagalpur district; and
(f) if so, the details thereof?

(a) & (b): Ministry of Food Processing Industries (MoFPI) has taken various measures for sufficient proposals from different regions of the country including from entrepreneurs of Bihar under its schemes and timely implementation of approved projects like- (i) Creating awareness of benefits available under the schemes for establishment of Food Processing industries; (ii) Application submission for projects through online portal; (iii) Dashboard for monitoring the implementation of the projects; (iv) Regular review meetings with the promoters to help remove bottlenecks in implementation; (v) Assessing the progress of projects though Virtual site visit in the wake of Covid Pandemic to prevent delays in their completion . Ministry has also resolved many logistical and manpower related issues during covid pandemic, through interventions.

(c) to (f) : Ministry has been implementing a central sector umbrella scheme- Pradhan Mantri Kisan Sampada Yojana (PMKSY) for overall growth and development of food processing sector of the country including of Bihar. Under its component scheme of Skill Development – Human Resource & Institutions, MoFPI provides financial assistance for development of course curriculum for training modules and also for setting up of Infrastructure of food processing related skill training centers. Proposals for financial assistance are invited through Expression of Interest (EoI) under component schemes of PMKSY. So far, a total of 10 projects have been approved under component schemes of PMKSY in Bihar. The details of projects are placed at Annexure.
As part of Aatmanirbhar Bharat initiative, MoFPI is implementing centrally sponsored "PM Formalization of Micro Food Processing Enterprises (PMFME) Scheme" for providing financial, technical and business support for upgradation/ setting up of two lakh micro food processing units based on One District One Product (ODOP) approach in a period of five years from 2020-21 to 2024-25 with an outlay of Rs. 10,000 crores. Out of this, a total of 11,333 units have been allocated to Bihar with outlay of Rs 535.19 crore. Jardalu Mango has been identified as ODOP for Bhagalpur district.
