(a) and (b) Animal Husbandry, including veterinary services and veterinary education is a State subject. As gathered from the State, it has sanctioned 4001 new veterinary sub-centers and upgraded 611 veterinary institutes to veterinary hospitals between 2014-15 to 2021-2022. The state-wise and district-wise details of veterinary institutes in Rajasthan is enclosed at Annexure – 1A & 1B respectively. These institutes provide veterinary services, including vaccination.
(c) Steps taken by Government to increase vaccination coverage for livestock include -
(i) National Animal Disease Control Programme (NADCP), under Livestock Health & Disease Control Programme (LH&DCP), has provision of funds @ Rs.10,000/block and Rs.5,000/block in respect of FMD and Brucellosis, respectively, for creation of awareness in form of hoardings, print material, wall paintings, audio visual medium, leaflets etc. to sensitize the farmers about the programme throughout the country including State of Rajasthan.
(ii) The Department is ensuring vaccination coverage by way of monitoring vaccinated animals by ear tagging such animals and registering them on the central database (INAPH portal maintained at NDDB).
(iii) States organise awareness camps before vaccination to increase vaccination coverage in the States utilizing funds from Assistance to States for Control of Animal Diseases (ASCAD) component of LHDCP. The detailed district-wise awareness camps organised in Rajasthan is enclosed at Annexure – 2.
(d) Veterinary education is a State matter under 7th Schedule to Constitution of India. Therefore, opening as well as increasing the total number of seats of veterinary colleges is a matter concerning the States. However, Government has also allowed increase in number of seats for admissions to BVSc & AH degree course by reserving seats under EWS (10%) and OBC (27%) from the academic year 2021-22.
