Question : National Health Mission

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the amount released along with their purposes during the last three years and the current year under National Health Mission (NHM), State-wise;

(b) whether released funds have been utilised by State Governments during the last three years and if so, the number of States that have submitted utilisation certificates and if not, the reasons therefor;

(c) whether funding for NHM has increased during the said period and if so, the details thereof; and

(d) the percentage increase with respect to the Central and State funding?

(a): Statements showing the amount released along with their purposes in the last three years and current year under National Health Mission (NHM) is enclosed as Annexure I, II & III.

(b): Yes. The funds released under NHM have been utilised by the State Governments during the last three years. Further all States /UTs have submitted Audited Utilisation Certificates (UCs) up to the F.Y. 2015-16. The Audited Utilisation Certificates for the F.Y. 2016-17 is not yet due.

(c): Funding for NHM has increased during the period from 2014-15 to 2017-18 in NHM outlay is shown as under:

(d): On acceptance of recommendation of 14th Finance Commission Centre-State funding pattern between the Centre-State has been revised from 75:25 to 60:40 for all States. However, in case of NE States and 3 Himalayan States, there is no change in the Centre-State funding pattern i.e. 90:10.

Due to the change in Centre –State funding pattern from 75:25 to 60:40 w.e.f. 2015-16, there is an hundred percentage increases in matching State funding except North Eastern and 3 Himalayan States.
