Question : Percentage of Pedestrian

(a) the percentage of pedestrian in different (urban and rural) areas,State/UT-wise;

(b) whether all the cities and towns of the States/UTs have separate pathways for pedestrians, if not, whether it doesn''t amount to violation of rules of Road Regulation, 1989, if so, the reasons therefor;

(c) the steps taken by the Government to protect the interest of pedestrians;

(d) whether there is any scientific data to show the share of traffic of different modes such as motorists, cars, bicycles, pedestrians; and

(e) if not, whether the Government has thought of conducting a detailed survey to frame separate policies for separate mode of transport, if so, the details thereof?

(a) Pedestrians use almost all roads to a lesser or greater extent and no records of data on use of different roads by pedestrians are maintained.

(b) Ministry of Road Transport and Highways is mainly responsible for development and maintenance of National Highways and the roads in the cities / towns of states / UTs are developed and maintained by the concerned urban local body or state Government. Rules of the Road Regulations 1989 provides for the right of way of pedestrians at uncontrolled pedestrian crossings and footpaths where such footpaths are provided. Foot paths for pedestrians are provided in towns / cities depending on the pedestrian traffic, availability of resources and inter-se priorities. Therefore, not providing separate pathways for pedestrians is not violation of Rules of the Road Regulations 1989.

(c) to (e) Composition of traffic comprising different modes like cars , other motor vehicles, bicycles, pedestrians etc., vary from point to point and these details are collected through traffic surveys as per requirements while taking up road development projects. Facilities for different modes of transport including those for pedestrians are incorporated in the road improvement projects depending on the demands of different modes, availability of resources and inter-se priorities. However, provisions of Zebra crossings, foot paths, foot over bridges and pedestrian underpasses are incorporated in the road improvement projects and road Safety improvement works for protecting the interests of pedestrians.
