Question : MGNREGS in Tamil Nadu

(a) the percentage of work done in various categories in Tamil Nadu State under Mahatma Gandhi National Rural Employment Guarantee Scheme(MGNREGS);

(b) whether the Government has any proposal to make it mandatory that 60 per cent of works in a district under the job guarantee scheme, MGNREGS should be linked to agriculture;

(c) if so, the details thereof;

(d) the monitoring mechanism to be adopted for supervision of the guidelines and safeguarding the asset creation; and

(e) the steps being taken by the Ministry to ensure that the stress on 60% minimum expenditure on farm related activity will not discourage other work?

(a): As per the information uploaded by the State Government of Tamil Nadu in Management Information System (MIS), the Percentage of completed and ongoing works in various categories under Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is as below:

(b) & (c): Para 4 (2) of the Schedule 1 of the Mahatma Gandhi NREGA provides that “ The District Coordinator shall ensure that at least 60% of the works to be taken up in a district in terms of cost shall be creation of productive assets directly linked to agriculture and allied activities through development of land, water and trees.” In the current FY 2019-20 (as on 31.01.2020), the expenditure on Agriculture and Allied Activities is 70.32% at national level.

(d) & (e): The Ministry regularly monitors the execution of the Scheme through Management Information System (MIS), monitoring visits to the fields, review meeting at the central level, video conferencing, Empowered Committee meeting, Mid-term review meetings and geo-tagging of assets, etc.
