Question : OCEAN THERMAL ENERGY PLANT



(a) whether the Government has set up any Ocean Thermal energy Plant;

(b) if so the location, cost and capacity of this plant;

(c) whether the government propose to set up some more floating Ocean Thermal Energy Conservation Plants;

(d) if so, the details thereof, State-wise;

(e) the time by which the said plants are likely to be established; and

(f) the total amount earmarked for the purpose?

(a) & (b) National Institute of Ocean Technology (NIOT), an autonomous institute under the Department of Ocean Development has developed a pilot project of 1 MW floating Ocean Thermal energy Conversion (OTEC) Plant under Jai Vigyan Mission. The Plant has been set up on a barge named `Sagar Shakti`, which is to be deployed in open sea having a depth of over 1000 meters off Tuticorin. At present the plant is kept at Tuticorin port. So far, an amount of Rs.61.13 crore has been sanctioned for the project. The Plant alongwith deep sea water intake pipe is yet to be fully commissioned and tested. Two attempts for deploying the plant in the high seas have not been successful due to various technical reasons and adverse sea conditions.
