(a) to (d): The National Crime Records Bureau (NCRB) does not maintain data on inter-State crimes separately. The details of such cases registered by Delhi Police and persons arrested in these cases is at Annexure. Delhi Police have regular inter-state coordination meetings, which are held on quarterly basis to exchange terrorist/intelligence inputs and other issues relating to crimes, criminals, law and order, traffic etc. The Zonal Integrated Police Network (ZIPNET) project of Delhi Police is for sharing real time information, which includes transmission of data and documents in order to fight interstate crimes and arrest of criminals with neighboring states. The ZIPNET project is also to maintain and share real time information on crime and criminals, missing persons, Un-identified dead bodies, un-identified persons found, stolen/ unclaimed vehicles, stolen/missing mobile phone in an electronically secured environment.

Further, ‘Police’ and ‘Public Order’ are State subjects under the seventh Schedule to the Constitution of India and therefore, the State Governments are primarily responsible for prevention, detection, registration and investigation of crime and for prosecuting the criminals through their law enforcement agencies. The Union Government, however, attaches highest importance to the interstate crime and has been advising the States/UTs from time to time to take immediate measures to check crimes related to Human Trafficking, which often has interstate dimensions.
