Question : Coastal Employment Zones

(a) whether the Government is planning to bring a new law to
govern ports and if so, the details thereof;

(b) whether it is a fact that in a bid to promote port-land
development, the Government has sought land from various
States for setting up a Coastal Employment Zone and if
so, the details thereof; and

(c) whether the Government has included Karnataka and
Tripura State for setting up a Coastal Employment Zone,
if so, the details thereof and if not, the reasons
therefor?

Answer given by the minister

(a) Sir, the Cabinet has approved Ministry’s proposal for replacing The Major Port Trusts Act, 1963 with a new legislation. The Major Port Authorities Bill, 2020 is expected to be introduced in the current Budget Session of the Parliament. The new legislation is aimed at providing more operational autonomy to the Major Ports and facilitate decision making.

(b) & (c) Ministry of Shipping is examining the possibility of development of CEZ on land available with Major Ports initially as a prototype.
