Question : EXPANSION OF RMSA



(a) the aims and objectives of the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) including its funding pattern;

(b) the total number of schools opened/ upgraded in the country since the inception of the scheme, State/UT-wise;

(c) whether the Government proposes to expand the activities of RMSA and if so, the details thereof;

(d) the mechanism put in place by the Government for effective implementation of RMSA; and

(e) whether the funds allocated under the RMSA have been allegedly misutilised and if so, the details thereof, State-Wise?

(a) Rashtriya Madhyamik Shiksha Abhiyan (RMSA) was launched in 2009 with the aim to universalize access to secondary education and improve its quality while ensuring equity. The Scheme is implemented on a fund sharing pattern of 75:25 between Union and Non- NER States and 90:10 for North Eastern States including Sikkim.

(b) The State/UT wise list of total number of secondary schools opened/upgraded in the country since inception of the Scheme is placed at Annexure-I.

(c) In 2013, the Centrally Sponsored Schemes of Vocational Education, IEDSS, Girls Hostel and ICT have been subsumed under the umbrella of RMSA.

(d) & (e) For effective implementation of RMSA, besides regular monitoring of physical and financial progress of approved interventions through monthly reports, periodic review meetings, scrutiny of audit reports etc., capacity building of States/UTs is taken up through orientation workshops, development of exemplar training packages etc. There is no report regarding evidence of misutilization of funds allocated under RMSA by the States/UTs.
