Question : Standards of District Hospital

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has received proposals from States/UTs for upgradation/strengthening of hospitals and if so, the details thereof along with the
number of proposals cleared/pending and the reasons for pendency, State/UT-wise;

(b) whether the Government has laid down criteria for upgradation of district and maternity hospitals and has accorded priority for upgradation of hospitals in the minority and dalit dominated areas of the country and if so, the details thereof; and

(c) the steps taken by the Government for upgradation/strengthening of existing district hospitals in the country along with the funds allocated/ released/utilised during the said period, State/UT-wise?

(a): Government has received proposals from the states in the form of Programme Implementation Plans (PIPs) for financial assistance under National Health Mission (NHM) for strengthening their healthcare systems including upgradation/strengthening of hospitals. The PIPs submitted by States/UTs and approvals issued in the form of Records of Proceedings (RoPs) are available in public domain http://nhm.gov.in/nrhm-in-state/state-program-implementation-plans-pips.html.

(b): Public Health being a State subject, the Government of India has not laid down criteria for upgradation of district and maternity hospitals in the country. However, it has laid down Indian Public Health Standards (IPHS) for different facilities including District Hospitals that these facilities should aspire for. The government has identified High Priority Districts (HPDs), whose composite health index is in the lowest quartile of the State. The HPDs are to receive higher per capita allocation and forward attention.



(c): Under National Health Mission (NHM), financial support is provided to States/UTs for strengthening their health care system, including for strengthening and upgradation of the existing District Hospitals. This is based on the demands posed by States/UTs in their Programme Implementation Plans (PIPs). This support is provided for addition of medical facilities such as creation/up-gradation of Maternal and Child Care (MCH) wings, Special New Born Care Units (SNCUs), labour rooms, operation theatres, skill labs, diagnostic labs, other infrastructure etc. The Government has also written to all States to take up Strengthening the District Hospital (DH) for Multi-Specialty Care and developing it as a Training Hub on priority so as to provide skill based in-service training and function as a clinical training site for nursing and para-medical training programmes.

Apart from this, under National Health Mission (NHM), Untied Grant at an average of Rs 10 Lakhs is provided to District Hospitals which is utilized by the Rogi Kalyan Samitis to maintain and improve medical facilities and services. Further, these Rogi Kalyan Samitis are empowered to raise resources including through user fees for maintenance of the District Hospitals and improving facilities for patients.
