(a) whether the Government is framing national policy/strategy in order to deal with the problems of climate change;

(a) and (b) The Government has launched the National Action Plan on Climate Change (NAPCC) in June 2008 to address climate change issues, comprising eight missions in specific areas of solar energy, energy efficiency, water, agriculture, Himalayan eco-system, sustainable habitat, green India and strategic knowledge on climate change. Three of these missions, namely the Missions on solar energy, enhanced energy efficiency and sustainable habitats focus on mitigation, while the rest are focused on adaptation. These missions outline a number of steps to simultaneously advance India’s development agenda and climate change related-objectives of adaptation and mitigation.

(c) The Government has also embarked upon ambitious actions in the areas of renewable energy, afforestation, energy efficiency, planned urban development and low carbon strategies for carbon mitigation sectors etc., including formulation and implementation of State Action Plans on Climate Change (SAPCC) by 28 States and 4 Union Territories (UTs) consistent with objectives of NAPCC; launch of National Smart Grid Mission to bring efficiency in power supply network and facilitate reduction in losses and outages; initiatives such as UJALA for distribution of LED lights, super-efficient fans, etc to improve energy efficiency; Smart Cities Mission and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) for transformation and rejuvenation of urban areas and to integrate appropriate adaptation and mitigation measures for environment protection; National Adaptation Fund to support adaptation measures in States and UTs; and promotion of fuel efficiency and electric vehicles, and plan to leapfrog Bharat IV to Bharat VI etc.
