Question : NCERT Department

(a) whether there is a rule of rotation of headship at NCERT;
(b) if so, the details of the rule and the date from which this rule came into effect;
(c) whether there have been cases wherein particular set of individuals were
made heads even after completion of three years as heads by transferring them to
different departments, divisions, cells, groups;
(d) the year-wise list of heads or in-charge heads of departments, divisions, cells,
groups from January, 2010 to January, 2020;
(e) whether any individual has been serving as head for more than three years in
a department, division, cell, group at NCERT headquarter, including the ones who
have been transferred to different departments, division, cell, group after completion
of their headship in one department from January, 2010 to January, 2020; and
(f) if so, the names of all those individuals along with the duration for which they
served as head from January, 2010 to January, 2020?

(a) Yes, Sir.
(b) The Establishment Committee (EC) of National Council of Educational
Research and Training (NCERT) in its 42nd meeting, held on 22.02.2012, decided
that the tenure of Head of the Departments in NCERT will be 3 years. The
Committee also decided that in cases where no Professor is available in a
Department, the senior-most faculty member will be eligible for Headship. This
decision was implemented in NCERT vide their order dated 26.04.2012.
Subsequently, the Establishment Committee in its 43rd meeting, held on 06.07.2012,
decided that in order to become eligible for Headship of a Department, a professor
usually should have worked for three years in the same Department.
(c) Yes, Sir.
