(a) & (b): The inclusion of new areas and sectors in the Member of Parliament Local Area Development Scheme (MPLADS) Guidelines for enabling Member of Parliament to recommend works, is a dynamic process. The Ministry examines the new suggestions which are received from stakeholders, for inclusion of the same in the MPLADS Guidelines following due process.
(c) & (d): Government through the Ministry of Statistics & Programme Implementation continuously emphasizes on expeditious utilization of funds and timely submission of required documents and certificates for further release of funds. The scheme has a robust monitoring mechanism at Central, State/UT, Nodal District and Implementing Agency level with well-defined respective roles and responsibilities. The roles at various levels are given in Para 6.2 to 6.5 of the MPLADS Guidelines available in the MPLADS portal www.mplads.gov.in. The Ministry continuously emphasises on the qualitative, rule-bound and speedy implementation of the works under the Scheme.
