Question : STRENGTHENING TRANSMISSION LINE IN M.P.



(a) whether there is a mismatch between the transmission, distribution and power generation in the country;

(b) if so, the reasons therefor;

(c) whether the Government propose to strengthen the transmission and distribution system in the country;

(d) if so, the details thereof; and

(e) the steps taken by the Government in this regard?

(a) & (b) : By and large there is no mismatch between generation and transmission capacities in the country. Transmission system in the country is developed in a planned manner matching with generation addition programme. With each new generation, there is corresponding associated transmission system to evacuate power from the project and transmit to the load centers where the power is to be consumed. Transmission system for inter-state transmission of power is planned and developed under the Central Sector by the Central Transmission Utility. Transmission and distribution system for transmission and supply of power within the state is planned and developed under the State Sector by the State Power Utilities.

The development in distribution sector is the responsibility of state power utilities for which no approval from Central Government is required. In general, development in distribution sector in the country has not kept pace with development in transmission sector.

(c) to (e) : Details of Transmission System Strengthening under 10th Five Year Plan based on actual progress during the first three years and the updated targets for the remaining two years is given in Annexure.

The Government of India provides funds for strengthening and upgradation of sub-transmission and distribution system in densely electrified zones in urban and industrial areas under the Accelerated Power Development and Reforms Programme (APDRP) in order to reduce Aggregate Technical and Commercial losses, improving quality of supply of power, increasing revenue collection and improving consumer satisfaction. The said programme has two components viz.
(i) investment component and
(ii) incentive component. Under investment component, funds are released as Additional Central Plan Assistance to the States for strengthening and upgradation of sub-transmission and distribution system. Under the incentive component of APDRP, 50% of the actual cash loss reduction effected is given as grant to such Utilities that reduce cash losses over the base year of 2000-01.

The Government of India has sanctioned sub-transmission and distribution projects amounting to Rs.19488.75 crores to various states under investment component of APDRP so far, out of which the APDRP component is Rs.11469.14 crores. The Government has released Rs.5593.51 crores under the component so far. Under incentive component, the Government has released Rs.1323.28 crores to the states of Gujarat, Maharashtra, Haryana, Rajasthan, Andhra Pradesh, Kerala and West Bengal.
