Question : IDENTIFICATION OF CHILD LABOUR



(a) the States which have taken huge stride tin the direction of identifying the Child Labours in various industries/organizations and have released child labours therefrom; State-wise;

(b) whether many States have been facing problems due to paucity of funds and requested for financial assistance to speed up the process of identifying child labours and releasing them; and

(c) if so, the details thereof and the action taken by the Union Government in this direction?

(a): The Child Labour (Prohibiton & Regulation) Act, 1986 prohibits employment of children in 13 Occupation and 51 Processes listed in the schedule to the Act. The State wise position regarding the number of working children identified in hazardous occupations as per the affidavit filed in July, 2001 in the Hon`ble Supreme Court in Civil Writ petition No.465 of 1986 of M.C. Mehta Vs. State of Tamil Nadu and others is Annexed.

(b): During 1995-97 an amount of Rs.1.95 lakh and Rs.5.00 lakh were released to each of the 133 child labour endemic districts, for conducting a survey and creating awareness generation against the evils of child labour.

(c): The Government of India has been implementing two schemes, for rehabilitation of children withdrawn from work, namely the scheme of National Child Labour Projects (NCLPs) and the scheme of Grants-in-aid to Voluntary Organisations. The major activity under NCLP is running special schools/centres for rehabilitation of children withdrawn from work. Awareness Generation activities are taken up in the project area. The project is preceded by a survey. 100 NCLPs are being implemented in child labour endemic states for the coverage of about 2.11 lakh children withdrawn from work.
