Question : MoUs

(a) whether the Government has signed MoUs with multilateral bodies or other Governments for Skill Development Programmes in India, and if so, the details thereof;

(b) the details of measures taken by the Government to improve funding and innovation in Skill Development Programmes; and

(c) whether the Government is planning to set up a National Institute of Skill Development and Entrepreneurship, and if so, the details thereof?

Answer given by the minister

(a) & (b) Yes, Sir. In order to improve innovation in skill development programmes, the Ministry of Skill Development and Entrepreneurship has signed various Memoranda of Understanding/Agreements/Joint Declaration of Intent with Nine (9) countries in the area of skill development and Vocational Education & Training, enhance and sharing of lessons learned in skill development, professional education and training, mutual recognition of qualifications to facilitate mobility of skilled work force, capacity building and development of competence based curricula etc. A Statement indicating the name of countries with which this Ministry has signed various Memoranda of Understanding/Agreements/Joint Declaration of Intent along with areas of collaboration is at Annexure.

Under the ‘Indo-German Programme for Vocational Education and Training (IGVET) signed with Germany, there was a commitment of EUR 3 million which has now been enhanced to EUR 4 million.

(c) The Joint Declaration of Intent signed between Germany and the Ministry of Skill Development and Entrepreneurship on the advancement of Dual Vocational Education and Training (VET) and Collaboration on Training of VET Cluster Managers and Indian Skill Development Officers includes provision for establishment of a National Institute of Skill Development (NISD) for conducting world class research, policy evaluation and guidance for improving the Indian Skill eco-system.
