Question : Restructuring of Airports under UDAN

(a) the list of airports being restructured and functional as of today under UDAN;

(b) the details of routes operational along with their capacity and utilization till date;

(c) the eligibility criteria and other conditions related to the restructuring of airports under UDAN; and

(d) whether there is any provision for the construction of more than one airport within the specified 150 km range for a traffic-dense city like Bengaluru, Mumbai, Delhi, Chennai etc. under UDAN and if so, the details thereof?

(a) to (c): The Airports Authority of India (AAI), Implementing Agency under Regional Connectivity Scheme (RCS) - UDAN (Ude Desh ka Aam Nagrik) has awarded 688 valid routes to Selected Airline Operators (SAOs) after completion of three rounds of bidding. Out of these 688 valid routes, 266 RCS routes involving 48 RCS Airports including 3 Helipads have been operationalized so far. As per the National Civil Aviation Policy (NCAP) - 2016, Regional Connectivity Scheme (RCS) - UDAN (Ude Desh ka Aam Nagrik) is inter-alia implemented by way of revival of unserved or underserved airports. Cabinet Committee on Economic Affairs has approved the proposal on 06 March, 2017 for revival of existing un-served / underserved airports / airstrips of the State Governments, Airports Authority of India and Civil Enclaves at an estimated cost of Rs. 4500 Crore. Revival/development of airports /airstrips /helipads /heliports /water aerodromes is undertaken of awarded RCS Airports under RCS bidding process, subject to firm commitment from airline operators as well as from the State Governments for providing various concessions. ;;

(d): RCS - UDAN is a demand driven scheme based on the market mechanism where unserved/underserved airports/airstrips are connected through a transparent bidding process. Under the scheme, there is no provision for the construction of greenfield RCS Airports.
