(a) whether the funds for the National Social Security Programme have not been provided to the Zila Panchayats in time as per their demand;

(b) if so, the reasons therefor;

(c) the demand made and funds provided for the Programme to the Zila Panchayats of Madhya Pradesh during each of the last three years and the current year; and

(d) the steps taken by the Government for the timely allotment of funds to Zila Panchayats?

(a)&(b) Funds under National Social Assistance Programme (NSAP) are released to the District Level Authorities designated by the State Government for receipt of such fund. Accordingly in the case of Madhya Pradesh funds under the programme are released to the Zila Panchayats.
The procedure followed for releasing funds to the District Level Authorities is specified. Accordingly, if a district lifted the 2nd instalment during the previous year, the 1st instalment during the current year is automatically released in the beginning of the year. The 2nd instalment is released as soon as the district intimates utilisation of substantial expenditure (atleast 60%) out of the available fund and sends proposals accordingly for the released of the 2nd instalment by furnishing AR/UC for the relevant year. Inconsistencies in figures between AR and UC and non-submission of proposals in time by the district/State may lead to delay in the release of Central fund.

(c) Statement showing allocation and release to the Zila Panchayats of Madhya Pradesh under NSAP during the last three years is indicated at Annexures-I and II.

(d) Allocations to the districts of the States including the State of Madhya Pradesh are done in the beginning of the financial year. The 1st instalment thereafter is released to the eligible districts (district which lifted the 2nd instalment during the previous year) immediately. After utilisation of the available funds the districts furnish periodical progress report which are immediately compiled to ascertain the eligibility of the district for the 2nd instalment. The deficiencies if any are intimated to the districts/States for their rectification. The eligible districts are released the instalment immediately.
