Question : Updation of NDPS Act

(a) whether the list of illegal substances and narcotics has been updated under the Narcotic Drugs & Psychotropic Substances (NDPS) Act;

(b) if so, the details thereof;

(c) the details of budget allocation in 2015-16 towards the Integrated Rehabilitation Centre for Addicts;

(d) whether there has been a reduction in substances abuse related cases;

(e) if so, the number of cases reported during each of the last three years and the current year, State-wise; and

(f) the measures adopted by the Government in recent times to combat narcotics and drug addiction across the country especially in the State of Punjab?

(a) & (b): The information is being collected and will be laid on the table of the house.
(c): Rs. 20.15 crore was allocated in BE 2015-16 under the scheme of prevention of Alcoholism and Substance (Drug) Abuse and the same has been revised to Rs. 28.15 crore at RE stage.
(d) & (e): Ministry of Social Justice and Empowerment has informed that no authentic data is available with the Ministry in this regard.

(f): The Ministry of Social Justice and Empowerment has been implementing the scheme of prevention of alcoholism and substance (drug) abuse since 1985-86 for the purpose of drug demand reduction. Under this scheme, financial assistance upto 90% of the approved expenditure is given to voluntary organizations and other eligible agencies for setting up/running Integrated Rehabilitation Centre for Addicts (IRCAs). In the case of North-Eastern States, Sikkim and Jammu & Kashmir, the quantum of assistance is 95% of the total admissible expenditure.
28 new de-addiction centers have been sanctioned in July, 2015 for Punjab and so far an amount of 95.8 lakhs has been released to IRCAs of Punjab.
The Government also undertakes awareness and outreach programmes in collaboration with Nehru Yuva Kendra Sangathan (NYKS) and National Service Scheme (NSS) .
The following measures have been taken to combat drug addiction across the country:
(i) Organized two regional workshops during 2015 in collaboration with NSS at Shillong and Indore to sensitize NSS Coordinators. The programmes were also attended by a large number of students and youth.
(ii) Conducts campaign through print, electronic and social media for creating awareness. Information relating to ill-effects of alcoholism and drug abuse is also disseminated in regional languages through All India Radio programme “Sanwarti Jayen Jeevan Ki Rahen”and also through advertisements in News papers.

(iii) Celebrates the International Day against Drug Abuse and Illicit Trafficking on 26th June every year to sensitize the people about the ill effects of drug abuse.

(iv) National Awards are also conferred to individuals and institutions in order to recognize the efforts and encourage excellence in the field of prevention of drug abuse.

(v) A National Toll Free drug de-addiction helpline No. 1800-11-0031 has been set up wef 07.01.2015 to help victims of drug abuse, their families and society at large.

(vi) National Institute of Social Defence (NISD) organizes sensitization programme in schools and colleges and skill development programme for its target group in collaboration with Regional Resource and Training Centers (RRTC) and other collaborating partners.
