(a): The University Grants Commission (UGC) has informed that it has not received
any particular complaint on ill-treatment of any of research scholars/awardees of its
Doctoral Fellowships by their guides.
(b): The UGC (Minimum Standards and Procedure for the award of M.Phil/Ph.D
Degree) Regulation, 2016, inter-alia, lays down detailed eligibility criteria for
admission into M.Phil/Ph.D programme, duration of such programme, procedure of
admission, allocation of research supervisor, course work requirement, setting up of
Research Advisory Committee etc. to provide a facilitative environment for carrying
out quality academic research in Higher Education.
(c) & (d): The University Grants Commission (UGC) Grievance Redressal
Regulations, 2012 prescribe for well defined systems and procedures for redressal of
grievances of aggrieved students in Universities and Colleges. These regulations are
mandatory for implementation by all Universities/affiliated Colleges in India. UGC
also issues directions to Universities, from time to time, to effectively implement
grievance redressal regulations. Further, as per these regulations, an Ombudsman is
required to be appointed by each university to effectively address and resolve
grievances lodged by students at University level.
