Question : Maritime Cooperation with Neighbouring Countries

(a) whether NSA-level talks of the Colombo Security Conclave concluded recently in Maldives;

(b) if so, the details and outcome thereof; and

(c) whether the Government has called for close cooperation among India’s maritime neighbours to combat shared security challenges and if so, the response / assurance received in such meetings till date?

(a) to (c) The 5th National Security Adviser level meeting of the Colombo Security Conclave was held in Maldives on 09-10 March 2022. This conclave was attended by the respective National Security Advisers of India, Maldives, Sri Lanka and Mauritius. Delegations from Bangladesh and Seychelles participated as observers.

In the meeting, key areas of cooperation to enhance and strengthen regional security were identified in the following five pillars:

Maritime Safety and Security
Countering Terrorism and Radicalisation
Combating Trafficking and Transnational Organised Crime
Cyber Security, Protection of Critical Infrastructure and Technology
Humanitarian Assistance and Disaster Relief

Government of India has called for close cooperation among India’s maritime neighbours under the vision of SAGAR (Security and Growth for All in the Region) to combat shared security challenges and the above mentioned outcome of the National Security Adviser level meeting of the Colombo Security Conclave is in line with the same.
