Question : Crime by Juveniles

(a) whether cases of crime/cognizable crime committed by juveniles are on the rise in the country;

(b) if so, the details thereof along with the total number of such cases reported and the action taken against the guilty, cases solved/unsolved, convicted and steps taken to improve the conviction rate along with the efforts made to solve all the cases during each of the last three years and the current year, crime and State-wise;

(c) whether the Government has conducted any study to identify the reasons behind such increase and if so, the details and the outcome thereof; and

(d) the details of the corrective steps taken by the Government to check such crimes and rehabilitate the juveniles involved in the said crimes along with the advisories issued to the States and Police Departments in this regard?

(a) to (d): The State/UT wise total number of cases reported against juveniles, apprehended, under IPC crimes during the year 2012-2014 is at Annexure. Data on solved/unsolved & convicted cases is not maintained separately.

The increase in number of crimes can be attributed to several measures taken by the Union Government along with State Governments / Union Territory Administrations to enforce mandatory registration of FIRs for various crimes / offences committed.

The issue of crime by juveniles is mainly dealt through Juvenile Justice (Care and Protection of Children) Act 2000 which provides for reformative care in case of children/juvenile in conflict with law. Further, the Juvenile Justice (Care and Protection of Children) Bill, 2014 was passed by the Lok Sabha on 7th May, 2015. The proposed amendments in the Bill include, clear definition of offences committed by children, differential treatment of heinous offences committed by children in the age group of 16 to 18 years, defining the roles and responsibilities of Child Welfare Committees & Juvenile Justice Boards, procedures for adoption and inclusion of new offences committed against children etc.

The Ministry of Women and Child Development is also implementing a Centrally Sponsored Scheme, namely, Integrated Child Protection Scheme (ICPS) for rehabilitation and reintegration of children in difficult circumstances.
