Question : ACCESS DEFICIT CHARGE



(a) whether the Government extends financial support by way of Access Deficit Charge to BSNL/MTNL; and

(b) if so, the details thereof and the reasons therefor?

(a) & (b): Government is not extending any financial support by way of Access Deficit Charge (ADC). Payment of ADC to any operator is a part of cost based interconnection charges implemented by Telephone Regulatory Authority of India (TRAI) w.e.f. 01.05.2003 and recovered by sharing of revenue among service providers derived from providing telecommunication services. In addition to BSNL and MTNL, other Private Access Service Providers are also eligible for ADC for providing access to fixed services at affordable tariffs, which is below justified cost based tariff.
