Question : Upliftment of Minority

(a) the details of ongoing schemes under the Ministry for the upliftment of minorities including people living in the rural and far flung areas of the country;

(b) the details of workshops organized in the rural areas during each of the last three years and the number of participants thereof;

(c) whether the Government has taken any steps to promote the present schemes and also monitoring mechanism to check the implementation of scheme, if so, the details thereof;

(d) the details of beneficiaries/allocated/ spent funds under various schemes during each of the last three years and the current year, State-wise details; and

(e) whether the cases of irregularities and corruption in the implementation of such schemes have come to the notice of Government during the said period, if so, the details thereof and the reasons therefor along with the remedial measures taken by Government in this regard?

(a): This Ministry is implementing the following schemes/programmes for the upliftment of six Centrally notified minorities in the country, namely, Muslims, Christians, Sikhs, Buddhists, Parsis and Jains, including those living in the rural and far flung areas of the country:- (1) Pre-Matric Scholarship Scheme - For Class I to X. (2) Post-Matric Scholarship Scheme – For Class XI to Ph.D. (3) Merit-cum-Means based Scholarship Scheme – For Professional and Technical Courses. (4) Maulana Azad National Fellowship – For M.Phil. and Ph.D (5) Free Coaching and Allied Scheme (Naya Savera) – For Competitive Examination of Professional Courses and Government Jobs. (6) “Padho Pardesh”– Scheme of Interest Subsidy on Educational Loans for Overseas Studies. (7) Nai Udaan - Support for students clearing Prelims conducted by UPSC, SSC, State PublicService Commission (PSC), etc. (8) Hamari Dharohar - A scheme to preserve rich heritage of minority communities under the overall concept of Indian Culture.
(9) Jiyo Parsi – Scheme for containing population decline of small minority community. (10) Nai Roshni–Leadership Development of Minority Women (11) Skill Development Initiatives - Seekho Aur Kamao (12) Nai Manzil – A scheme for formal school education & skilling of school dropouts. (13) USTTAD (Upgrading the Skills and Training in Traditional Arts/Crafts for Development) (14) Multi-sectoral Development Programme (MsDP) - implemented in identified Minority Concentration Blocks, Minority Concentration Towns & Clusters of Contiguous Villages for creation of assets. (15) Grants-in-Aid to Maulana Azad Education Foundation (MAEF) for implementation of education and skill related schemes:- (a) Grants-in-Aid to NGOs/Trust/Society (b) Begum Hazrat Mahal National Scholarship for Meritorious Girls belonging to the Minorities. (c) Gharib Nawaz Skill Development Training for providing short-term job oriented skill development courses to youths belonging to minority communities. (16) Equity to National Minorities Development and Finance Corporation (NMDFC) for providing concessional loans to minorities for self-employment and income generating ventures. (b): Since 2013-14, total number of 341 workshops have been organized all over the country, including rural areas, under the scheme of Research/Studies, Monitoring and Evaluation of Development schemes including Publicity of the Ministry. The information regarding number of participants is not maintained.

(c): The Government has undertaken multi-media campaign to spread awareness of welfare schemes meant for minorities through print and electronic media, namely, Doordarshan Network, All India Radio Network including FM Channels, private FM channels, private TV channels and websites all over the country, including rural and far flung areas. Pocket booklets and pamphlets on various schemes / programmes of the Ministry are published in Hindi, English, Urdu and other regional languages. In order to directly reach to the public and spread awareness, „Progress Panchayats? are organized in various places. Regional Coordination & Review Conferences are also held with State Governments from time to time where, inter-alia, information about the Ministry?s schemes is provided. In addition, outdoor publicity is also being done by organizing

„Hunar Haat? at India International Trade Fair 2016 and 2017 and at Baba Kharak Singh Marg, New Delhi from 11.2.2017 to 26.2.2017 and also at Puducherry during 24th – 30th September, 2017, to promote traditional crafts/arts and strengthen their markets linkages.

The details of the monitoring mechanism to check the implementation of various schemes of Ministry of Minority Affairs are available on the website of this Ministry (www.minorityaffairs.gov.in). The new schemes launched by the Ministry in the past three years have the following monitoring mechanisms incorporated for effective implementation of the schemes:- (i) Padho Pardesh – This scheme is implemented by the Ministry through Banks, which also monitor implementation of the scheme. (ii) Nai Manzil – A Project Monitoring Unit has been set up, which constantly monitors the project implementation. In addition, the World Bank team also periodically monitors the scheme along with Ministry officials. (iii) Hamari Dharohar and USTTAD – These schemes are monitored by the Ministry in consultation with the stakeholders. (iv) The schemes of MAEF mentioned at Sl.No. (15) above are monitored through the empanelled Inspecting Authorities of MAEF.

(d): The State-wise details of beneficiaries/allocated/spent funds under various schemes/programmes of the Ministry during each of the last three years and the current year are available on the website of the Ministry at www.minorityaffairs.gov.in.

(e): No cases of irregularities and corruption in the implementation of the schemes have come to the notice of the Government, and whenever it is reported, action and remedial measures will be taken as per the extant rules. *****
