Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF PLANNING, MINISTER OF STATE IN THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE OF THE DEPARTMENT OF ADMINISTRATIVE REFORMS AND PUBLIC GRIEVANCES IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES & PENSIONS AND MINISTER OF STATE (INDEPENDENT CHARGE) OF THE DEPARTMENT OF DISINVESTMENT. (SHRI ARUN SHOURIE)

(a) & (b) : A pilot Time Use Survey (TUS) was conducted in six selected States namely, Haryana, Madhya Pradesh, Gujarat, Orissa, Tamil Nadu and Meghalaya covering persons aged 6 years and above in the selected households. For collecting information on the time spent on various activities performed by an individual during 24 hours, a detailed Activity Classification was prepared. All the activities included in the Activity Classification were categorized in three Groups, viz.
(i) System of National Accounts (SNA) Activities
(ii) Extended-SNA Activities and
(iii) Non-SNA Activities. Prevailing wage rates in the districts covered in the TUS were also collected.

The development of appropriate methodology for valuation of unpaid work using the data on time spent on activities covered in the Extended-SNA category and wage rates is at present only a research exercise. Similarly, understanding the implication of the data on time spent in SNA activities on work force estimates is also a part of the research exercise.
