Question : DEBTS DUE FROM BIHAR



(a) whether State Government of Bihar have requested the Union Government to waive off all debts; and

(b) if so, the details thereof alongwith present status thereof ?

(a) to (b): Yes Sir, requests were received from the Chief Minister and Members of Parliament of Bihar for waiver of all debts. The matter has been considered by Government of India and the State Government was informed that any selective reopening of debt relief would not be consistent with the recommendations of the Eleventh Finance Commission. Besides, non-plan grant to the new State of Bihar has gone up to Rs.45174.42 crores for the five year period of 2000-05 covered by Eleventh Finance Commission as compared to Rs.24655.56 crores to the erstwhile undivided State of Bihar for the period of the Tenth Finance Commission.
