Question : SKILL DEVELOPMENT OF RURAL YOUTH



(a) whether any hurdles have been faced in running skill development programmes for youths especially in the rural areas;

(b) if so, the details thereof and the action taken by the Government in this regard;

(c) whether the Government has engaged various groups/agencies to provide need-based training to the youths especially in the rural areas;

(d) if so, the details thereof including the number of training programmes conducted and recruitment provided by the said groups/agencies during each of the last three years and the current year;

(e) whether under the youth employability skill programme, the Nehru Yova Kendra Sangathan, in collaboration with National Skill Development Corporation organises training for rural youths to enhance their employability in various sectors; and

(f) if so, the details of various training programmes conducted during the above period?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI RAJIV PRATAP RUDY)

(a) to (c): The Ministry of Skill Development & Entrepreneurship has National Skill Development Corporation (NSDC) to promote skill development by catalyzing creation of large, quality, for-profit vocational institutions. The NSDCs partners have faced the following challenges:
i. Trainees dont want to enlist for fee based programmes of NSDC as the Govt ones are for free
ii. Ambition to improve livelihood reduces as subsidies or grants are received by a household
iii. Use of technology in rural areas is a challenge
iv. Finding good quality trainers is difficult
v. Reluctance to move out from rural to urban surroundings without adequate wage incentive
vi. Lack of job opportunities locally which match the youth aspirations

To Address the above issues, the partners of NSDC in the private sector use different methodologies for training in rural areas including creating mobile centres which are tech enabled, broadcasting from central locations to overcome paucity of good quality trainers who can be permanently based in rural surroundings.
In addition, National Skill Development Agency (NSDA) has also noted issues like Social values attached to vocational training and lack of awareness, Inability to pay for a particular skill course, loss of wage in the event of attending a full time course etc. In this regard, an online portal for registration of candidates willing to undertake skill development has been launched by the NSDA on 1st October, 2014 with the objective of informing them of the choices available to them in terms of sectors, modules and training providers with better career opportunities.

(d) :Details of the skilling targets and persons skilled during each of the last three years and the current year is as follows:

(e) : Nehru Yova Kendra Sangathan and NSDC conducted a pilot program called YES Youth Employability and Skills project. NSDC, through its 6 Training Partners in 8 NE states and J&K trained 1325 youth from 2011 to 2013. They were provided Skills training with employment linkage & certification in different sectors like IT, Retail, Hospitality etc.
