Question : Minority Commissions

(a) the details of States where Minority Commissions have not been established so far and the reasons therefor;

(b) the steps taken by the Government to ensure that Minority Commissions are established there without further delay;

(c) whether a Conference of Minority Commissions of States was held in Delhi recently and if so, the details thereof;

(d) the details of deliberations that took place therein; and

(e) the strategy prepared for the implementation of the decisions taken therein?

a) As per information available with the National Commission for Minorities (NCM) , the States of Arunachal Pradesh, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Meghalaya, Mizoram, Nagaland, Orissa, Sikkim, Tripura & UTs of Chandigarh, Daman & Diu, Dadra & Nagar Haveli, Lakshadweep, Puducherry and Andaman & Nicobar Islands have not set up a Minority Commission in their States/UTs.

b) Setting up of State Minorities Commissions comes under the purview of the respective State Government. However, National Commission for Minorities (NCM) pursues the matter with the State Governments for constitution of Minority Commissions in the States where they do not exist.

(c) to (e) Yes, Madam. The Conference of Minorities Commissions of States was held in Vigyan Bhawan, New Delhi, on 24.02.2016.

The topics discussed during the Conference were:-

i) "Minority Welfare Schemes of Govt. of India– An Overview”,
&
(ii) "Functioning of State Minorities Commissions – Problems and Challenges".

Suggestions/recommendations made in the Conference are sent to the State Governments and Central Government for appropriate action.
