Question : Providing Jobs on Compasssionate Ground

(a) whether the Ministry has any data with regard to the deaths of their staff during their service
period/on duty and if so, details thereof and if not, the reasons therefor;
(b) the number of jobs given to the kins/dependents on compassionate ground in each of the last
five years, State/UT-wise; and
(c) the number of cases pending with the Ministry with regard to giving jobs on compassionate
ground to the dependents of the deceased staff who died during their service period and the action
taken by the Government to resolve these pending cases?

(a) Yes, Sir. The details of deceased staff of the main Secretariat of the Ministry of Education
who died during their service period / on duty for the last 5 years is given at Annexure.
(b) Four dependents of deceased government servants have been given jobs on compassionate
grounds during the last five years.
(c) The appointment on compassionate grounds is governed by Department of Personnel and
Training’s O.M. No.14014/02/2012-Estt (D) dated 16.01.2013 whereby such appointments can
be made up to a maximum of 5% of vacancies falling under direct recruitment quota in any
Group ‘C’ posts in the main Secretariat of the Ministry. The cases are considered by a Screening
Committee duly constituted for the purpose and the eligibility of the applicants is evaluated on
the basis of a point-based evaluation system to determine the status of financial destitution of the
applicants’ family. The applicant with the highest score in the point scale under the zone of
consideration is recommended by the Screening Committee and approved for appointment by the
competent authority. The last meeting of the Screening Committee was held on 18.03.2021.
