Question : FOLLOW UP ACTION ON REPORT OF SUBRAHMANYAM COMMITTEE



(a) whether the Task Force appointed in the light of the recommendations of the Subrahmanyam Committee Report has submitted its report;

(b) if so, the details thereof;

(c) if not, the time by which the report is likely to be submitted; and

(d) the progress made so far in implementing each of the recommendations of the Kargil Review Committee?

MINISTER OF DEFENCE (SHRI GEORGE FERNANDES)

(a) to (d): The Government constituted a Group of Ministers comprising of Home Minister, Raksha Mantri, External Affairs Minister and Finance Minister on 17th April 2000 to review the National Security system in its entirety and in particular, to consider the recommendations of the Kargil Review Committee and formulate specific proposals for implementation. The GOM is expected to submit its report within a period of six months from the date of its constitution. The GOM has in accordance with its terms of reference set up four Task Forces, one each in the areas of intelligence apparatus, internal security, border management and defence management. These Task Forces are to submit their reports within three months from the date of their constitution. The Government has accepted the recommendations of the Kargil Review Committee concerning acquisition of
(i) high altitude UAVs,
(ii) communication interception equipment,
(iii) satellite imagery capability of world standards, and
(iv) development of skills in encryption/decryption, for strengthening the surveillance system in principle. Necessary action to implement these recommendations has been initiated. However, in view of the sensitive nature of issues involved, it would not be in the national interest to divulge further details of actions being taken by the Government on these recommendations.
