Question : Transportation of Animals

(a) whether the Government proposes to introduce rules for the transportation of animals;

(b) if so, the details thereof;

(c) whether the Government proposes to amend the Motor Vehicles Act, 1988 in this regard, if so, the details thereof;

(d) whether the vehicles meant for transporting livestock are to be permanently partitioned to allow individual carriage of animals and prevent overloading; and

(e) if so, the details thereof and the punishment proposed to be awarded in case of violation?

(a) to (c) Ministry of Road Transport and Highways has amended the Central Motor Vehicles Rules, 1989 to include a category of motor vehicles for transporting livestock vide notification GSR 546 (E) dated 8th July, 2015. This amendment shall come into force on the 1st day of January, 2016.

(d) & (e) The motor vehicle for transporting livestock shall have permanent partitions in the body of the vehicle so that the animals are carried individually in each partition. Provisions regarding offences, penalties and procedure are contained in sections 177 to 210 of Chapter XIII of Motor Vehicles Act, 1988 (MV Act) and rule 164 of Central Motor Vehicles Rules, 1989.
