Question : REVIEW OF NATIONAL KNOWLEDGE COMMISSION



(a) whether the Union Government has undertaken any review to assess the functioning of the National Knowledge Commission (NKC) and its core areas of mandated work;

(b) if so, the details in this regard alongwith the measures taken to oversee the functioning of the NKC;

(c) if not, the reasons therefor; and

(d) the details of the funds allocated to the NKC alongwith the details of the expenditure incurred till date?

(a) to (c): As per the terms of the National Knowledge Commission notified on 13th June, 2005, an Oversight Mechanism exists, which provides for a National Steering Group under the Chairmanship of the Prime Minister, and the Ministers for Human Resource Development, Agriculture, Commerce and Industry, Communication and Information Technology, Science and Technology and the Deputy Chairman, Planning Commission are its Members. Based on wide stakeholder consultations, NKC is advising the Government in formulating strategies for institutional reforms in respect of the areas included in its Terms of Reference, and the implementation of these recommendations is being coordinated by the concerned Administrative Ministries and the Prime Minister`s Office.

(d): A total of Rs.287.65 lakh has been allocated for NKC since its inception in June, 2005, out of which an amount of Rs.180.55 lakh has been spent till 31st October, 2006.
