(a) to (e) As per the National Policy for Skill Development and Entrepreneurship, 2015 it is estimated that only 4.69% of the total workforce in India has undergone formal skill training.
The Government of India does not have any legislation on skill development. However, a number of steps have been taken by the Government to meet the skill requirements of the country. There are more than 20 Central Ministries/Departments implementing skill development programmes. As per the information provided by the Ministries, skilling target and achievement for the last three years is given below.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship scheme of the Ministry of Skill Development and Entrepreneurship targets to train 1 crore candidates during 2016-2020. State wise details of number of candidates trained as on 27.02.2018 is placed at Annexure-I. Initiative has also been taken to set up Model Skill Centres called Pradhan Mantri Kaushal Kendras (PMKKs) at district level, strengthen Industrial Training Institutes (ITIs) infrastructure and promote apprenticeship through the National Apprenticeship Promotion Scheme (NAPS), launched on 19th August 2016.
The National Skill Development Corporation commissioned studies to understand the sectoral and geographical spread of the incremental human resource requirement. Based on these studies, state wise details of estimated incremental human resource requirement during 2013-2022 is given at Annexure-II.
